I’ve never seen Blanka be a chill magic card. It’s hard summon the cold heart necessary to kill someone’s commander without them doing anything, but by the time Blanka does something someone is probably dead and the Blanka player probably has multiple protection pieces in hand.

Hexproof only disallows opponents targeting. You're thinking of shroud.
You might be thinking shroud. Shroud stops anyone from targeting the permanent, hexproof prevents anyone else targeting the permanent.
