It actually wasn’t on the highlights because of how much it plays on streaming services. He put starboy on the highlights album because it’s the biggest song off the album, but if he also put party monster into the highlights then the starboy album would lose quite a few listening numbers since it’s the 3rd most popular song off the album. It’s a numbers game, same reason he kept a few other good hits from other albums in their respective albums and not on the highlights.
