Personally I figure that Petrus is there on purpose, to make sure that the missions to retrieve the rite of kindling never succeed. Either in some plot by the nobles, or just to make sure they always have a way to dispose of hollows without resorting to an asylum

Petrus probably saw Rhea as a someone who was week and didn't desrver the kindling powers so he kills her thinking it would be better if he had it.
