How about try this chargers with 500V to test insulation and then disassembly them. It would be interesting to see leakage current from mains to 5V rail.
It would be interesting, if you would test the break down voltage between the windings before teardown of the transformer. For example with some simple hvdc converter an resistor in series to see at which voltage the varnish fails. Perhaps they are using a thicker varnish on the windings, and it works. The main danger comes, when the winding is hot anyway.
I take those dodgy chargers from people who found out that those chargers are a deathtrap, i use the components inside, i re-purpose the caps, resistors and transformers, but not in any circuit, i take the transformer appart and i use the lacker-wire to use them as jump wires on broken devices with cracked traces

Sorry for being to late but the circuit has an auxiliary transistor and the auxilary winding acts as a feedback to drive the auxilary transistor and that drives the main transistor you can see it in the schematic
For that series ballast driver transformer you will need to get a few 125W mercury vapour lamps to put in series, to see how it does the voltage regulation across the 4 series lamps.
I also had a Good charger Smoking a Bit. It was a well known Brand and also from the original Website of them, But Failed after 4 years of (Constant) use whith a raspberry pi. It faild when i reconnected it. The capacitors where Bad. But i think the Problem was the high operating Temperatur, becourse i need 1.8A and it was a 2A supply. (it could diliver 2.4A max,Before the voltage drops to low)

A few years back I purchased a super cheap charger from ebay for the purpose of dissection. I was hoping to learn a bit about creating a discreet flyback converter since most of the chinese power supplys don't contain any dedicated SMPS ICs. Much to my surprise, it wasn't even a flyback converter. It was an f'ing buck converter. A BUCK CONVERTER. Absolutely no isolation from the mains. Even worse, if the crappy BJT fails shorted (which most do), the full mains voltage will appear on the USB port. Beyond dangerous.
I once found a fake samsung one that claimed 5V 2A, of course it was just 800mA and it had a dead weight to simulate complexity, but it still was too light anyways

I love my Ruining USB testers. I go through a few if them because I use them so damn much. I want to order a few more at some point soon. P.S. Those ruideng analysers are able to show you the resistance across the data lines. It would have been interesting to see.

The higher voltage near the charger can also be due to the inherent cable drop compensation featyre built in to the smps ic now a days.
