The show was about this evil organization that have this device that can destroy the world so they send a spy in there in steal it(the scripts were like spy got send down via parachute, spy try to find the device but find a hot girl instead, bad guys have a machine that can "melt" the enemy leaving the skeleton behind, someone not associated with both side try to steal the device, Hell the stadium even have this old-school big TV so the bad guys can transmit his monologue to the "world"). This scene was after the hero stole the device and the bad guys are trying to get it back by using a lot of henchmen and "bombs" and jet skis, with the one in the picture being one of the henchmen who got shot by a hero.

People upset about soundsmith complaining about the dead ringer obviously haven't met the players who just bum-rush the enemy front line with it out. over. and over. and over. and over. While high-level spy players can use it as not a crutch (because they know how to play spy so well they can get behind the enemy without being seen), most players who just started (or have basic spy skills) will _totally_ use the dead-ringer as a get out of jail free card. And since it's a majority of players who use the dead ringer as a crutch (because it's very hard to be skilled at spy), it spends the majority of the time used as a crutch. It's not that the dead-ringer needs to be nerfed because it's unbalanced. It's just it's current stats promote a dead-brained infinite monkey with infinite typewriters playstyle.
