I was about to make a comment and say hell no, he's not French-algerian, then I was glad that he corrected that mistake. As for as the interpreter, it is a very big mistake to not interpret what the speaker says in the first person, that man is obviously a professional translator but not a professional interpreter, because a professional interpreter would always speak in the first person.
