Button could be harsh but his criticism came from a place of love for the sport and wishing to see its integrity maintained through beautiful skating. The fact is that in this era of figure skating the US ladies had the most complete packaging in terms of presentation and artistry which is why he favored US skaters over the European skaters who were more focused on jumping
Yes, every skater is different in that sense. Kwan gains determination from being behind. Skates pretty well from the lead most of the time too but can get tenative and skate not to lose like the 98 and 2002 Olympics sometimes too. Slutskaya usually loses confidence from not winning the short and skates better when she does win the short like 2002 and 2005 worlds, and 2001 worlds despite not winning there. Here she lost the short to Butyrskaya and it seemed to affect her again. Butyrskaya also prefers coming from behind, if she is in the lead after the short she only does well if she doesn't have her tough challengers close behind like the 99 worlds and her European wins. When her toughest competitors are right behind she usually blows it like here.

michele s long programm was so impressive. no hesitation. very fit. very quick. 5.6 is ridiculous. 5.8 and 5.9 for me. and i don t care she was 1st to go on the ice.
5.8 and 5.9 would still make it possible for Butyrskaya or Slutskaya to win if they did a better skate anyway so that would be quite reasonable. The two 5.6s were the only really crazy marks. Take those away and she is all 5.7s and 5.8s for technical and all 5.8s and 5.9s for presentation which is fine, especialy for 1st skater. If she skated last she could get 5.8s and 5.9s technical and 5.9s and 6.0s for artistic maybe.
If Michelle had skated later on, she would have gotten higher marks...5.6 is too low like she did a triple-triple combination and landed all of her jumps perfectly
The two 5.6s are too low, but other than that her scores were fine for skating 1st and being 3rd after the short with the defending World Champ and reigning GPF Champ both still to come. 5.7s and 5.8s all for technical, 5.8s and 5.9s all for artistic. Yes if she skated later those could be 5.8s and 5.9s for technical and 5.9s and 6.0s for artistic, especialy seeing she ended up skating clearly better than the other 2.

I think an additional reason Kwan was 3rd in the short was not only the triple flip landing being shaky and kind of weak, albeit clean. It was also the footwork sequence being kind of easy . Very musical, but not difficult. Butyrskaya and Slutskaya both had much more difficulty ones it looked like, which is unusual comparing Butyrskaya to Kwan most times, it is normally the other way around. It also negated any advantage of having a better spiral sequence.

Two time Olympic champion, five time World Champion, only non-European to win the European Championship (he and Carol Heiss winning were the reasons why North Americans got banned from Europeans), Harvard grad, first skater to land a triple jump, first skater to land a double Axel, and inventor of the flying camel spin that every skater does now. He’s right about Gusmeroli. Her music was beautiful and she skated to it well, but she is usually very blank in her performances. Irina’s technique was more about her sheer athleticism. She had very sloppy and clumsy skating otherwise. Her jumps were always a work in progress though she got better by 2000.
