If you thought the hospital was impacting your daughter in a negative way why did you leave her there for two years? There are other places to put your child. I will admit though mental health facilities are not properly ran or safe for most patients. Many of these facilities are not required to hire properly educated or certified workers to care for the patients.

This is a mental facility. It doesn't matter - staff should be protecting them from each other and themselves.
If you paid attention the boy was on the inside of the door when that big girl came and chased Him, so He couldn't have done much.
