Since you asked, Gine is Goku's mom. I feel Dr. Myuu can be considered Mid-Late game as from how it looks pending on your deck build. The black deck looks like it will focus on having a energy marker out on board but the other cards only have 'on play' effects for generating one so Dr. Myuu can be used to regain them easily.

Ssj4 leader is not 15k extra for remove engery marker but its 15k instead of 10K
