I bumped into this. And is definitely wrong on the part of the topsoil of the slopes. After having finished leveling the ground,the topsoil is put back and plants and grass are planted back. And the main reason is because without vegetations you would have loose rocks and ground very difficult to keep nice for the season. Actually the slopes of the alps in the summer are used as grazing ground for the cows that then produce the high altitude milk used for the delicious alpine cheese that you can find there.
