I know that I am answering this seven years later lol but maybe it is because Billy's cover of the song appeared on a Leonard Cohen tribute album called Tower Of Song - The Songs Of Leonard Cohen from 1995, where various artists covered Cohen's songs. It does also appear as one of three bonus tracks on Billy's Greatest Hits III album too.
As clearly I am not a Joel junky having not heard of this album, but I will run to the store as fast as possible to feed my less than addicted addiction.
