sorry. it doesnt show me the tab where i can explain why i cant pay. it need it to type that i cant afford paying even with 90% discount. and that if its possible to get 100% discount. Please help and thank you. (i need help and please do tell, if you know, if its possible to get 100% discount. )

No, you can't get 100% discount on edX the max you can get is 90%

Sir card payment is not being done by VISA card. For international tranfer do we need a net banking account or we can do without it?? what should I do now??

I have also enabled international usage for my bank account but still its showing your payment cannot be processed contact your bank

This seems to be a technical issue from the bank's side. I would recommend you contact your bank branch.
