There’s 3 ways to determine if something’s human. If an object passes at least 2, they are probably human The scientific manner(the body); do they have the homo sapien genome as the result of direct or indirect reproduction involving humans? Perceptive idealism(external belief); if you took everyone who knew what a human is, would most of them be able to recognize it as human? Self perception(the mind); if we determine the entity perceives the same manners of qualia as humans, do they view themselves as human? I think Ina fulfills the first category enough to at least be classified as a subspecies of homo sapien, she absolutely wouldn’t pass the second test, and she would only pass the third if we could confirm her experience of consciousness is analogous to human consciousness. 1.5/3… oops, we still don’t know.
In my view, Lady Ina is considered a hybrid similar to Queen Shiori but with the one major different being that one of her parents happened to be a member of the Deep Ones, an ancient races of humanoid fishes that worship Dagon and Mother Hydra. And thus, Lady Ina was born as a result of the union between a human and a Deep One. As for why she keeps telling everyone around her that she is a human, the answer is because she is raised to be one until she is forced to become one of the priestesses of the Esoteric Order of Dagon by some circumstances. Is it something similar to how rulers such as King James VI and I, or Sultan Abdulhamid II came to the throne? No ones really know for sure. And since you brought Henya up, will you eventually dive into lores of the members of the VShojo in the future or will this channel remained exclusively about the lores of the members of Hololive?

Just for context, most humans along with ame score a 2.75 on this scale, Mori and Kiara would be a 2 in their normal forms, Gura is also a 1.5
