I think the angle that would work the best is if Giovanni splits from Imperium, attacking Gunther making him lose the IC title and then works with that person to win the Tag team titles. Ludwig and Gunther now a duo, have a fued with them and eventually win the titles. Gunther eventually wins the IC title back and Ludwig gets whatever he can. Eventually someone else joins Imperium and so on etc.
I think Ludwig dethroning Gunther would be cool, if they did it right. If I were to setup a feud between them I would have it where, I can't remember the tag partners name but the other guy in Imperium gets injured for quite a while leaving Ludwig with no other tag partner but Gunther. And have a match say like a singles match with Cody Rhodes and Ludwig, Ludwig wins and then he faces Drew mycintire and he wins from that as well and instead of going for the undisputed title or the heavyweight title he wants to go after the intercontinental. Here's where it can get interesting I think what should happen next is Gunther sees that Ludwig is getting some big solo wins so he and Ludwig would have a match without the title on the line. And through fighting each other Gunther purposely injures Ludwig and Ludwig would be out for six months leading to the money in the bank where there is a 8 man money in the bank match where one person is a mystery opponent. It gets to the money in the bank match and the mystery person comes out and it's Ludwig in a new brutal gimmick where he wins the money in the bank and at the end of the match he calls out Gunther and gets a match at SummerSlam with the money in the bank briefcase. Throughout the weeks Ludwig would dominate the intercontinental division beating ricochet, Rey Mysterio, shemus, and more and then SummerSlam happens having the match between Ludwig and gunther be the middle card of SummerSlam. And before the match started he proposed a I quit match between the two and gunther agrees. This match would be brutal and bloody having many close calls, and a few dangerous moments but near the end of the match Ludwig injures Gunthers leg breaking it and continues to injure gunther until gunther says he quits having Ludwig win and dethroning Gunther.
