I used to live in Iowa... It's an infrastructure issue, there's no proper underground drainage system at all, no storm gutters at intersections. The 2 cities I lived in, all the homes basements would fill up with water when it rained... It would just come up through the drains. The streets would be rivers... With just a little small rain storm... Something that could have easily been drained away from the cities towards where groundwater is collected for city supply. It's like I had regressed to a 3rd world country. It's why I moved back home.

Yeah, that was not the problem here. 18-20 inches of rain in 4 days swelled the river to never seen levels. It was the river that filled the valley of what is Rock Valley.

It's not an infrastructure issue. It's the fact the river came up over 30 feet and the town was built on a flood plain. Rock Valley would have had to build a 50 ft levee to contain this flood. These homes have a 1% chance of flooding annually. They were less than 30 feet above base flow. They bought their homes knowing they were only 30 feet away from a disaster. Time to get up to speed with climate change. You better be 50-60 ft above the nearest creek or river's base flow.

I am from Cedar Rapids Iowa and my heart breaks to all those affected. I have been through the floods in 2008 and these brings back memories. My thoughts and prayers go out to all those affected.

Flood insurance either not offered or prohibitively expensive.
    Neighborhoods and towns, decimated.
    Lives and dreams, drowned.

I hope these people realized that Republican climate denial and anti environmental policies will insure this keeps happening and there will be less help in the future. We need aggressive change now because this will keep getting worse. It’s like trying to stop and turn around a huger tanker ship.

Wow. So you think electric cars and banning fossil fuels would have stopped this? And please explain how Republicans are responsible for this. What exactly is "climate denial" and "anti environmental policies"?

Yeah we should all drive electric cars. My brother got an electric car and it's horrible. And batteries have to be replaced. Climate change always has happened btw and flooding. I do think we all should cut down on waste all and recycle but we always had climate change
