The speaker could have also used appropriate words rather than to ask her if she listens to herself. She also kept explaining that she didn't understand "from the very beginning". In this case it means both the speaker and the listener are aware of what is being referred to by the use of “the” before “very beginning “ so if the minister is still confused as to what “the very beginning” is referring to she could have asked for clarification instead of giving an answer.
