This is the reason why Roger insists about his job being referred to as "performance capture" and not just "voice acting" Im sure there's a huge department of animators that helped and tweaked the final movements of Arthur but Roger really did a lot of movement during the process and thats insane.
Ned Luke also insists that they be referred to as actors and not voice actors. They do a lot of work to create these games and to make sure their characters act naturally and believably including physical and voice acting. So yeah they're pretty much full blown actors. Also, He Insists??

@@thatgamerguy3057 Michael Hollick, the actor behind Niko Bellic in Grand Theft Auto IV, found himself in a challenging contract situation due to several factors tied to the nature of voice acting in the gaming industry at the time and the approach to performance capture. When Hollick took on the role, he was paid around $100,000 over roughly 15 months of work. However, once the game was released and became an international hit, it grossed over $500 million in its first week, and Hollick realized his contract hadn’t included royalties or residuals that might have significantly increased his earnings. The issue came down to industry norms at the time. Video game voice actors, especially in 2008, were not typically given royalty payments, which actors in TV or film might receive. While Hollick expressed frustration, Rockstar’s stance was that they followed standard industry practice and paid Hollick a fair wage for the work contracted. This led to more awareness in the gaming industry about the lack of residuals for voice actors, sparking conversations about fair compensation for performance and voice work in games. Over time, these discussions helped influence contracts, and today, voice actors are more aware of the need for negotiation around royalties, particularly for blockbuster titles.
