The designs for Desperate Struggles bosses are really good! But Travis never wastes time chatting with them anymore so we don't find out enough about what kind of person they are anymore
I like to think its thematic. Travis grew a greater appreciation for the darkness of killing in the first game, it was achieved by actually talking to the bosses and finding out how vapid he seemed in comparison. (Holly and Jeans cutscenes are my favorite example). But he regresses a bit in 2 when his judgment is clouded by a want to avenge bishop. The message of desperate struggle was about how vengeance is never satisfying and more murder solves nothing. In the engame Travis is snapped out of his rampage by Alices reality check but for that to have worked the game needed to build it up. Hence him barely talking to the first few, cause he only sees them as themed obstacles. Vapid one note lovers of violence, like how most of the best bosses view him. So why would he bother knowing them? To him they may as well all be Destroyman and im sure he was sick to death of that guy by the end of the pre fight cutscene. As you go deeper into the game you start meeting characters like Margaret who has the least dialogue of any boss so far as she breaks through to travis in her song (actually mirroring copeland as his songs in Japanese, even if it was profound, travis doesn't hear it at this part of the story), Ryuji who made him look hypocritical when after hundreds of murders Travis is suddenly not ok with this one guy, vladamir letting travis use empathy and culminating in Alices aforementioned reality check (and then jasper is just a glorified loose end before travis can go hang out in his trailer). Basically the first half of the bosses in nmh2 are foils for Travis while he risks falling back into his old views by being just as cartoonishly psychotic as he was and though he regressed, he can still see that they are. Tldr: yeah seeing more of them would have been fun, but we already know exactly what they're like just by looking at them. (All of this is conjecture of course. It may just be the fact suda didn't direct this one and no one gave a shit, but im not that pessimistic.)

Nathan was a really kickass boss, but was a little hard to dodge in any range with all the stuff going on in the room. Still loved the character and fight to death though. ^_^
Actually this and philistine aren’t the only two vocal songs, Skelter Helters Japanese has vocals, but they’re not that good, and No More Riot also has volacs which is a just as badass song
I really like Skelter's vocal theme, yeah it focuses more on the vocals than the actual song but it feels perfect for Skelter since the boss focuses more on being an annoying tutorial constantly interrupting you in the middle of the fight like the vocals are more constantly emphasized more than the actual instrumental. I like both versions but I definitely think the former fits better. Feel free to disagree though, it is a jarring song.

It's a game made in Japanese and then dubbed in English afterwards. Redoing a song in a new language is a lot harder than dialogue is. Plus Philistine is in English, so maybe they wanted both an English and a Japanese boss theme in the game to keep it even.
