It's that chemical is released through oxidization so tires under water are in an oxygen free environment. They're saying that when the dust and chunks of rubber are oxidized and later go into water is when the chemical is released. The small fragments have a far better chance of breaking down than a fully intact tire.

The efforts should be put towards source control, ie preventing the pollutant from entering the environment in the first place. This needs federal level legislation to amend the Clean Water Act and hold the tire manufacturers accountable.

I came here to say that. We have millions of tires in the Sound that have been eroding and leaking chemicals for years.
