At 3:49, text on the screen states, "Offer closes Feb. 10, 1995." That could be a hint about the date. Also, the Harvey Norman ad possibly was recorded in Tasmania, based upon the on-screen graphics at 1:58.

This would be from 1998 as that's when the Lion King 2 released here.
