I think Giovanni was the best team leader, in terms of character. Although his team kind of sucked, Giovanni is the closest you can get to a real-life crime syndicate boss.

I love that towards the end of the song as the camera pans down to Dugtrio, it's got the fierce look on it's face like all the other pokemon but will that little bit of rubble on its head I can't take him seriously!

I like Cyrus just for the pure evil he was. Ignore the 'take over world' cliché and just look at him in Platinum.
There's also Guzma. Team Skull don't want to flood the world for Pokemon, they don't want to take the world over, nope, they're just generic thugs.
