Kpop groups debut in Japan because Japan has the 2nd highest marketing in the world, Jpop groups can sell millions of physical copies. Korean companies only debut them in Japan just for the money, not for the fans
Japanese artists survive very well within japan unlike Korean artists in Korea alone. So Japanese artists are not really that interested in expanding their market in Korea. After all, Japan is 2nd in ranking worldwide in terms of music industry.
