Honestly I put him above Griffith, his goals are a lot clearer and logical, meanwhile Griffith´s wish is a lot more confusing and if you ask me straight up impossible

He just had a small army of mercenaries. Berserk is in a way a battle of egos between Griffith and Guts, at least until the eclipse. Because from there, Griffith has pretty much achieved his goal, and everything that follows is just the completion of his "dream".
