In my opinion the most overpowered legendary is the emerald blade, because if you land at a village and get the bell and a carrot you just need 2 dia and 1 gold to make it, and if you then get to surface and do fletcher trading with lumberjack axe you can get sharp three before pvp, and then if you spend a bit of pvp time you can get sharp 4 or 5
