The doppler affect is just that, an affect, not a cause. The cause of red shift in all cases is gravity. Gravity as the photon struggles out of a star or galaxy, the gravity as the photon joes past and through gravitational geodesics, AND as the photon moves head on towards you. The photon presses against the space, the aether, and the aether presses back preventing it from traveling faster than "C" as well as causing the photon to lose energy by way of a change in wavelength. This change in wavelength also has an affect on relativity. The photon having slowed down internally experiences time slower than an outside observer.

Well the wavelength changes in order cause the frequency does and the speed of light (example) stays constant imagine you emit a red light and come close to me now the frequency will increase as we call it Blue shit, also the wavelength will decrease keeping the speed of light constant c= wavelength × frequency.
