EV's will likely never adapt completely to cold weather conditions. It is wishful thinking. Cold weather is the world of the internal combustion engine. Natural gas, diesel and gasoline.
You're absolutely right about internal combustion engine cars having vantage points in cold weather, with the exception of short urban trips. If you only need to drive 10-20 km in the city, the reduced range in winter may not be a big problem, considering you won't need idling in the morning or maintenance for coolants, changing to winter-grade engine oils, freeze-proofing fuel lines and fuel caps, etc.
@EchoPersonova I do think inner city is the place for EV's. But how many people that live there have a heated garage to keep one in or a place to plug it in. Most people need to park on the street. Golf carts and bicycles and scooters are the best use of EV'S. Not so much for cars and trucks.
