Sit behind the dog pick up his paw and ring the bell reward the dog.
You have to give the dog a few minutes of no treats to think about it.
Then you do it again a few times and then you stop.
Hold the treat behind the bell then you ring the bell yourself and give the dog a treat.
That is usually all it takes to train your dog for a new trick.
This way the has been gets a full stomach and the dog still won't understand because you didn't give him time to process what you want them to do.

This is actually OPERANT CONDITIONING because the action of the dog is now VOLUNTARY= ring the bell to be rewarded with food (Consequence focused).
Assuming the bell was rand by someone else or food is given to the dog the moment he heard the sound of bell = Classical conditioning (Learning before behavior, which is mostly Involuntary)
But this is closer to Albert Bandura's theory-observational learning-rather than classical conditioning.

Our Leo also rings the bell to go outside.

For those who think this is classical conditioning, that’s actually not correct. This is operant conditioning.
Classical conditioning is about associating two stimuli, where one predicts the other, like a bell predicting food. The animal doesn’t have to do anything.
Operant conditioning is about behavior and consequences. The dog performs a behavior, ringing the bell, and that behavior is reinforced by getting food. Because the behavior leads to a reward, it increases.
So the key difference is: classical conditioning links stimuli, operant conditioning links behavior to consequences.
