Sri Lanka's HDI is pretty good though. It is ranked 71st while China's is ranked 85th. It has a higher mean years of schooling and also a higher life expectancy.

Besides I am not even sure that the Chinese want to create a distraction city. China's real intent is perhaps to bring All sorts of Intelligence parsonnel for all sorts of surveillance. This is just to fool the Sri Lankans, to some extent the whole world and not freak them out with the thought of a Chinese military Hub right in between Diego Garcia and Guam. . The area is too critical for China not to use this location to create a base to compete with the Guam and/or Diego Garcia. Stratigically it is too important to be left to playing and amusement theme parks etc..
This is a tactic China is using to make believe the Sri Lankans that they will get windfall from tourism. Zilch, Sri Lanka will reap. After the completion everything entering from people to as business and goods in this town will be China made, from beer to, food, laundry, barber shop, grocery stores, vegetables to maids, to You name it.....

If India, the US, Japan, or any other countries want, they can invest in projects in Sri Lanka. I remembered that Sri Lanka has invited to India for the Hambantota port project prior to China, but it was rejected by India.

Actually a sovereign, democratic country should take decisions to benefit itself & not put its citizens in jeopardy. Not only are these projects signing off Sri Lanka 's sovereignty, it is also creating huge debts and making powerful democracies like the Quad countries, UK, EU etc its enemies. And it providing a good life to Sri Lankans is debatable. Hambantota port is not a huge success and the only business it gets is from India. So India needs to build a big transshipment port in the A&N islands and stop giving business to Sri Lanka.
