Matter of fact buy out all the property owners along the road and and make it a park .Since Mt.Fugi is a NATIONAL symbol the new infrastructure should be financed by the national govt.

This was what I was thinking, but rather a bridge, just rebuild the building into a tourist center with a viewing spot for tourists to pay for the opportunity to take the photo. You not only remove the tourists from the streets but also recoup the cost from paying tourists to get the perfect Mt Fuji photo. Lawsons will still have a shop below. I just don’t know why they can’t do this rather than these failed preventative measures…
