I agree…. The geomorphologist would look at all the energy inputs to the Dawlish location, which would have included making proper provision for extreme river flows….. “behind you” comes to mind. It is not the railway viaduct that narrows the channel, but the road bridge on the town side.

Too funny. All that work, completely under-sized.

Undersize what? All the construction work that has been carried out in Dawlish has been primarily focused on the sea wall. Very little work has been undertaken on the brook. The flooding was due to the brook being overwhelmed by up-stream torrential rain.

This flood was nothing whatsoever to do with the sea wall - old or new!
If you are at all familiar with the local area you'd know that without demolishing the rail viaduct, it would not be possible to widen the brook outlet to the sea. The problem was caused much further up-stream with pinch points in many places on its journey from Haldon to the sea. Unless they re-designed the whole of the town centre, these events are inevitable. The wall was designed to keep the sea out of the town.
The brook was overwhelmed far more than it has been in most local's living memory. I used to live in a house where this Brook went through the bottom of the garden, and back in the 1980s the water level could rise 6-7ft, and those floods we experienced then were nothing compared to the water volume experienced on this occasion.
I don't understand why you think it is 'funny'.
