Germans are not among them, unless they were killed in the Holocaust, by other Germans. Russians are not considered their own genocide because any Russians that did die due to famine at the hands of Joseph Stalin are typically seen as a product of the Holodomar, which is primarily seen as a genocide of Ukranians and Kazakhs - the Kazakh Famine of 1932-33 is considered a distinct aspect of the Holodomar, though is worth noting on its own, despite the total numbers of 8.7 million including the Kazakh deaths within the Soviet Union, though the total number of Kazakh deaths extends outside the Soviet Union as well.
