Here in the northland of Kansas City we’ve just had two culverts like this put in on our road. It’s amazing how fast they’ve gone in. They built the first , allowing us access from the north. And then built the north creek crossing, allowing us access from the south

They figured out after hurricane Helene that bridges built over rivers just wash away in floods, so now they’re only building them across dry ground. Problem solved!

It looks like there is a drainage channel that needs to be kept open for heavy rainfalls.
