Under the Common Law police action of " Kettling ", police can take photographs of people but they CAN'T make them POSE for them, so if someone didn't have anything to cover their faces with, they could always just stare at the ground. So, I would suggest that cops don't need any special " Legal " reason to take photos of people ( other than for short term future use if needed and to satisfy GDPR requirements for " law enforcement " purposes ) although ... it does rather smack of taking " MUGSHOTS " without any arrest or formal charges being brought ! We know they CAN delete old pics & video after a set time but do they HAVE to ? How do you know whether you've been added to a facial recognition database awaiting full ID details at a later date !?

Just baffle him with facts and let him know how small he is.
*If you are goiing to be filming into a private building you are going to be breaching gdpr*
Unlike Mr I have TAKEN a Camera here! Im sure you feel your english is up to scratch but it isnt. The camera is NOT filming INTO the building, the camera is filming OUTSIDE and is pointed TOWARD the building. Any private data my camera sees is YOUR gdpr breach as my camera sees it when it is OUTSIDE. if so then YOU lot leak the gdpr data and I recorded you doing it.
