One can clearly see the game balancing algorithm kicking in during 15th round. However, the question is, why so late? It would be great if any of the valve programmers can explain how this algorithm works and how it is configured during a match.
It is a LAN tournament. There is practically no latency. We are talking a few milliseconds at worst. That will not affect anyone's play in any significant degree.
