At the time, the melody came to be associated with European monarchs in general, so said monarchies would simply adapt it.
Cause it has never been a part of the Empire. It was the private property of Russo-American trade company, the biggest shareholder of which was the Russian government. It didn’t even have Russian civil administration, the company was in charge.

The Workers'Marseillaise is also the national anthem of the Russian Republic.
Its a bit disappointing the Full Stalinist USSR Anthem wasnt played since it was pretty different from the 1977 Version. Mentioning the Great Patriotic War and the "Druzhby Narodov Narodzhnyy Oplot" changing to "Schast'ya Narodov Narodzhnyy Oplot" and finally to "Slavy Narodov Narodzhnyy Oplot"
