What kind of translation services are available for the first stage? I saw that a notarized translation is not needed for the first stage. I have certificates in another language other than Russian and English.
Yes look for any authorised translation office to do it for you

Sir, what if I want to learn in Russian (I cannot speak Russian) still, with that 1 year language course, even if they have english too? Is that possible? And will they really accept me without my certificate being ready by november 20, if everything else is fine?
Yeah nothing to worry about regarding the language. As for the certificate, this is the answer from their site "If you haven’t yet received your degree or haven’t got it available for any other reason, you can upload your official final transcript, the last or current year academic transcript, a scan of your grade sheet or other documents confirming your level of education. In this case you’ll have to provide the confirmation of your degree later, when getting admitted in the university"

The latest document would be more appropriate. Yes they’ll pay for the language year. Have you really checked the language of instruction for CS and they happen to all be in Russian?
What the transcript document is called in Russian ? I have already applied for this but don't know what to ask from dean office as I am going to pass this year
You can go to the dean's office and ask for 'академическая справка' with your оценки

No entirely to be honest and like I said it's dependent on your university and your location. On a side note, most of the people I know under the scholarship are either working or are getting some support from home.
