You need to contact the card issuing institution and file a claim with them. The bank with the skimmer doesn't care about you. They don't have a relationship to protect. File a claim of fraud with your financial institution ASAP. In general, it's best to always make withdrawals from the issuing institution's ATMs or affiliated ATMs. Time is of the essence. As for the steak, way overcooked! If you needed new soles on your shoes, that would have been a good use for that steak!

I had a problem with an ATM in Laos not paying out but issuing a receipt to say that it had. I messaged my bank giving full details of the transaction from the receipt and the location of the ATM. They requested that the Laos bank investigate the transaction and by international banking regulations the bank was obliged to respond within I think 30 days. After 30 days, no response was forthcoming which then meant that my bank was able to claw the money back and issue me with a refund. It took a while but you just have to go through this procedure. It seems some ATM's in Laos run out of cash and this can happen.
Does it appear that Thailand is allowing foreigners coming in on a Visa Exempt status to do 5 or 6 border runs per year, or are they enforcing a lower limit ?

You're only allowed 2 border runs by land per calender year
