It's not CGI. It's an idea of how they thought mobile transceivers would work in 1922. She's wrapping a wire around the fire hydrant to act as an earth (all the pipes underground) to form part of the antenna system for her transceiver.

I think those metal lugs are grounding lugs . Perhaps they would attach a Wire/cable to the lugs and another cable was attached to those long "antennas" that was on top of the building . It would bring in energy to the building .

Interesting, coincidentally I live in Erie PA. And the old railway station was turned into a bar. It's huge open domed. Floor to dometop open. Sometimes. Me and another guy were hired to repair their keg cooler. They brew their own. In the rear wall behind the cooler wall and older wall with a doorway and on old rusty metal plate sealed the doorway. We gotta go in there. This bar displays antiques as art. And this has been sealed for some time. The owner says nicely No,,,, seal it back behind the new wall and that was that.
I was like don't you wanna know what's back there. Could be antiques or more rooms or whatever.

I assume the makings of those large battery phones in the past were still in there infancy and most likely needed to be hand grounded to the metal post for access electricity to escape the phone safely. I don't belief those pillers nor any great stone structure like cathedral's of the past ever produced electricity especially of any great significance or magnitude to even run a light bulb.! There has to be a type of mechanical (device) in place capable of generating and producing such high power needed to run a city or a small town.

Your video begins perfect!!!! That screen within a screen within a screen within a screen..... multiplied to infinity. That is similar to what the world did when I took the drug Salvia Divinorum in 2008. Time is all at once I think....and seeing it was something comparable to that. My head was changed after that drug. I remember staring at a chair for two hours trying to understand something I couldn't grasp. It felt like a future me was trying to tell me something. Anyway, I call that drug "eye salve". That is where my crazy train began. I still can't completely grasp what I saw that day, but it led me to the enlightened place I am today. I will never do that drug again...😂
