if the shielded cable is on the same equipitential ground system, I connect both sides. if they are two different earthing systems I only connect one side.

Aluminum or copper foil surrounded on wires,the foil act as a shield for the inner side conductor's. If Foils connected with ground both end,some mA flow to ground to ground through foil,this mA affect the conductor mA. because mA flow as a signal in wire.here sheath is outer and middle insulation only.

So if I'm making a cable, don't connect shield on both ends to circuit ground. However, I can connect shield on both ends to earth ground?
Terms Earthing and Grounding looks similar, often used for same meaning but they are different concepts. You need to google this 😀

Right but Better to connect one side in all cases. This way if some mess is done later in the ground your system keeps safe 😀
