The Bill was re-introduced in 1999 and remained with the Parliament until September 2003, when it became an Act after being duly passed in both the Houses of Parliament. In 2004, GoI authorised the CVC as the "Designated Agency" to receive written complaints for disclosure on any allegation of corruption or misuse of office and recommend appropriate action.

I have a doubt regarding the statutory status.. we call it statutory when it is passed by a statute i.e when a law is passed in parliament.. so according to that the CVC should have the statutory status from 2003 and not 1998.. so is it a thing? Do correct me if Im wrong.. thanks
When an ordinance is promulgated, but the legislative session is yet to commence, the ordinance remains in effect as law. It has the same force and effect as an Act of the legislature. And thus it got a statutory status by the ordinance issued.
