Is there a video on how to make matte vellum dashboards with measurements?

No unfortunately I don't. If you did want to make one with vellum sandwich inside, you will cut the vellum paper about 1/4" shorter on all side so then the laminating sheet can sandwich it in between and gets sealed in by the heat.

What brand of double sided tape is that

These ones were just generic brands from my local Kmart here in Australia www.kmart.com.au/product/2-pack-double-sided-tapes-41589410/. So any good double sided sticky tape will be fine. I'd suggest stronger bonded ones if you know whatever you will be using will get a bit of wear and tear.
