I think the cooking and colour differences are the only ways to identify the old and new rice..if you polish the old rice much there is chance to break..

The quality and nutritional value of rice deteriorate over time, so it's best to use fresh rice whenever possible.
I always buy old crop rice. It's better for stir frying. The asian markets used to sell old and new crop rice, now most sell only new crop.
