I'm thinking your schematic is incorrect. Shouldn't the smart meter neutral link be called the suppliers Main Neutral Link ( this Main Neutral Link is sealed by Supply Authority )?. And it is from this neutral link that the M.E.N link connects to the Main Earth Link.
Great question, all Smart meter wiring neutrals minimum 4mm, originate from a terminal of the neutral link. Shown here in the drawing. You can look up the service and installations rules for Victoria and highlights the same drawing.
