No, Vegeta possessed the ability to go SSJ2 in Cell Saga, he just didn't use it because he knew it was too slow. Babidi gave him massive power boost so he could use SSJ2 without pumping up his muscles

Vegeta should've gotten more kills in the anime. The show wasn't too kind to him after the Namek Saga. Still, he is the most badass DBZ character ever.
@Yashi294 well vegeta can go super saiyan 3 in dbz it's just they never showed it and he never mastered it like goku so he can only do it in otherworld thats why they never showed it and it's easy to tell because gogeta's power level was the same as vegito's it was suppose to be weaker..... then vegito's so it clearly meant they power levels at best are even when two fightter power level at their best is even the fusion jacket is black if not it's blue like gotenks's
that wasnt super sayian 2 that trunks did that was just the acendend sayian form with more muscel and power gohan was the first to trasfrom to ssj2 than in the buu saga babidi gave vegeta the powers of a super sayian 2 just like goku and at the end of the buu saga vegeta was able to reach super sayian 2 by himself
@Yashi294 vegeta was never powerful enough to go super sayian 3 he just reached super sayian level 2 at the end of the buu saga and in GT with bulmas help was able to skip ssj 3 and went ssj 4
