I was just thinking this for an April fools event next year. New quest, discovering the bankers' true identities, actually being a hive mind like creature, led by a monstrous master banker. He does it to technically own the biggest collection of items in the world, and you who have stumbled upon the truth, now know too much.
As someone whose been thinking about this for a very long time now (30 seconds), thank you for shedding some light on this very serious situation.

I think that the bank is some kind of a hive mind mimic, the chest is the organism and the banker is just a vestige, like an anglerfish lure
I remember the whole reason why there was ever more than one banker in the first place was only one player could talk to an npc at a time so they had to have big buildings with a ton of clones. This also applied to quest NPCs, so the Grand Tree had like 5 kings.
Now they have those new fangled "bank chests" everywhere taking jobs from hard working enslaved bankers worldwide, SMH.

The Bank of Gielinor is by far the most powerful organization in RuneScape. Think about it. They had staff in places no other human has ever tread before you unlock it, like Priff, Darkmeyer and ON THE FCKING MOON. That implies the Bank has been around for ages and that the powers that be in these regions some of which are hostile to humans, don't even dare to try to curtail their business. And think of the hoard they keep. Whenever someone dies in RuneScape what do you think happens to their items stashed in their bank? Every legendary hero in RuneScape that passed away, every player that has quit, every hardcore Ironman slain... it all comes back to the Bank.

Everybody talking about bankers making a profit from banned account's bank but HOLY CRAP how long have we been able to buy bank slots for Hannah?!? I JUST thought about that! That could potentially fund things.
Exactly my thoughts! Extra bank slots (a better pocket dimension) are very expensive and can only be bought at the bankers, not the bank chests. Maybe that's the whole reason they exist!
I remember a Postbag from the Hedge that was a question to the bankers about this; according to the reply, the bankers teleport in and out of position at the end of each shift so quickly you don't notice the changeover. I don't remember if the reply explained why they all have the same hairstyle and colour, though.
Maybe they're chosen from a pool of inactive players with sufficient magic level and the correct hairstyle. It's like jury duty

Your cult theory unironically makes perfect sense and matches Runescape's tone so well. In a world where sandwich women and talking mailman skulls can teleport around giving away stuff for free, where spontaneous angry mobs can appear out of thin air to attack a miniature hot air balloon then vanish as quickly as they came, it makes perfect sense that banks are just a naturally occurring thing. Neat!
An aside - if you recall when the wise old man robbed the draynor bank, all he got was the money on a banker and the blue party hat. He wasn’t shown actually taking any *items*

It's simple, when you're a banker you get put on the bank spell book so you can tele in and out of the bank at all times, that way you don't disturb adventurers when you're shift ends

99% of all gear is banked at any time, and 99% of banks are not open at any time. They're probably selling gear out of people's banks on the GE, then just handing them somebody else's gear that isn't in use at that time.

Thanks for this eye-opening research! How they're making profit is pretty straight forward. Your bank screen only shows you a front end interface. So to speak, you only have as many items as you've got in your inventory.
Meanwhile, the bank csn comfortably use any ammount of items stored, as long as they are still capable of fulfilling any withdrawal request.
So far there has not been a global bank run yet. Therefore: realize your Investments as long as you can!
This also explains why HCIM exist. (No cooperation with the bankers!)

They make money by offering more bank space at a ridiculous price. Banks are practically everywhere to entice you to use them as often as possible which fills your bank space incredibly fast. F2P only have a base 400 slots and Members have 800 and it costs an absurd 888M to add 360 extra spaces (not even half of what you originally start with). Its sold in increments of 40 slots and grows exponentially as you try and pay for more. As more content, and ultimately more items, come into the game, you are incentivized to spend your hard earned dough on some more slots and they have the insider info. You're onto something here...
They could also make money from all banned/deleted accounts all the items left in the players bank would default to the bank
There is the one pirate that you get fired in the lunar isle quest who then gets a job as a banker and snarks you. He talks about it like it’s a job, but lunar isle is pretty isolated anyhow. Maybe their own sect.
All adventurers are immortal and unemployed and they know it. That's why you cant take out a loan.

A possible issue with banks being naturally occurring is that we build 2 of them, the fossil island camp one and the one in burgh de rott.

I have the opposing theory that the grey ones are actually higher over the blue ones, the tutor being next to a blue one could be an indicative that she trains the very first bankers, which are in a blue shirt, once you reach a certain level you graduate to grey uniform but this is Gielinor so there's no benefits anyway, the dude in Ferox is just an old guy that was trying to get his retirement gp but was unlucky on the straw draw and now has to go all the way through the wildy.
Also, there are chests and bankers for the same reason cashiers still exist even though self-checkout exists, we can do it ourselves, but the option for humans to still do it for you is there.
Only a madman would theorize that there's some ancient desert magick that is keeping all our items in there, and this comment is definitely not paid by the Mahjarrat in order to get these humans to stop looking into our portal affairs.
