This "Meggan" ship honestly would make the least sense of all the ships. And Maggie ideally wants to kill him but simply can't bring herself to do it due to the fact that murdering a repentant sinner as revenge would be 100% dishonorable (that's why she still lets him live, not because she secretely likes him). And Negan simply wants to offer his compassion to atone for his sins, that's why he is gentle and understanding with her, because he wants to repair the damage because it is the right thing to do. If there is any chemistry between them, it is only "I like your personality/your overall charm/and I care for you like a human being therefore I have your back" chemistry.
