if the applications was successfully completed and the payment was made, you will be able to get your e copy of your license and then you can download it :)
incase this still doesn't help, i would suggest to call the municipality of Dubai

i have not read about that to be honest! but if i were you, i would follow steps in dubai muncipilty and try and go with your application
they will either accept or deny, they will issue the reason incase of denial

I think you need to be a citizen in Dubai to get license or am I wrong?
For annual recreational license you need to be a resident
Visitors can apply for 1 week recreational license
Is it okay skip a coloumn driving license, boat number, etc?
Mandatory field are with star, and can’t be skipped
drivers license may not be needed for fishing from the shore
Make sure you’re applying for fishing license from the shore brother
