They should actually made his 2nd skill proc his passive and make it so that even if he misses his 1st skill, his passive will still remain, just like his AoV counterpart, Maloch. It might help his horrendous early game and because the 2nd skill is near-impossible to miss, he can easily activate his true damage passive. I dunno, maybe it is a bit op but those two things I've mentioned might actually help him stand out compared to other clash laners.
The issue with those changes are his enhanced state will be pretty much permanent, which is going to be really scary in mid-late game. Personally, the change i'd suggest is to make Lu Bu immedieately procs his enhanced effects (true dmg + heal) on his 1st hit. 2:15 is a good example, notice how Kyoui's Skill 1 was still phys dmg and doesn't heal him despite him hitting Arthur, making it a losing trade for Kyoui. Now imagine if that Skill 1 dealt true dmg and most importantly, proc the heal. That'd make Lu Bu significantly better during laning while also making him not as dependent to ult for entering enhanced state

Finally, they added fking damage to his 2nd. We can finally "poke" the enemy correctly, making that loading screen tip that says "poke enemies with his 2nd" makes sense.

They should reduce the cool down of the skill 1 and if they want him to be op then give him a dash attack that can reset upon hitting an enemy just like arlott from mlbb

The way his passive work is kinda weird for me, like y would it only mark on s1 & ult? Y not all of his skill can trigger it? Plus, it feels like he needed more on his s1, maybe able to cast twice is better, maybe to reduce dmg on 2nd one for balance, imo
Unless they change his skill 2 to give his passive instantly or make his ult easier to land he is going to be a situational pick forever even though i like playing him 😂
Well even though he's a heavy fighter, he can't sustain that much. His playstyle is more of a burst clean up/finisher. And his heal ain't that good especially if enemy buys anti heal. But if there's a spell vamp item in HOK, then that's another story. He'll probably become one of the most broken sustain-type fighter, and his play style would probably become similar to ML's Alpha.
I think he is really good right now, the problem is that he is too team reliant. You need good teammates who are going to follow you in when you ult. He works best if you build full tank and your jungler follows you jn so you can take all the damage while your jungler takes the kills.
