His calculation is wrong. If he travels avg of 50kms/day then from nov till date 100days of you calculate then it is 5000kms but his odo meter shows 2k change. I am sure per full charge take 3 to 4 units avg is 30rs/charge then sure 400rs min. Owner is giving wrong information. May be scooter is good
