Would the effect work if I film in a green screen instead of a black background? I don't understand why it has to be filmed against a black BG. Can you elaborate a little, please?

I need some help! When I try to apply any effect on a video, the effect only drops in the timeline but not on the video, so the effect creates a whole layer. How can I apply an effect to a single video as you did in this video? I've tried dragging the effect directly into the video, but it just adds a new layer with the effect.
I've used filmora for a long time. I love it. Its a user friendly interface. But in filmora 9 I don't know why I can't open the application but it only works when I disable my graphics driver. I need an answer...
